Registrar Planning and Development

 Dr. Joseph MetetDr. Joseph Metet The office of the Registrar (Planning and Development) is responsible for the coordination and implementation of all the planning and development aspects of the University. The Planning and Development sub-division of the University is expected to establish and maintain workable systems for regular monitoring and evaluation of the performance, quality, relevance and efficiency of all planning and development programmes. It reviews the existing and develops new physical programmes based on established needs.  Further, the office of the Registrar (Planning and Development) is mandated to:
•    Coordinate and monitor physical infrastructure planning and development, maintenance and repair of existing facilities;
•    Work closely with the Deputy Vice Chancellor (Finance, Planning and Development) in ensuring that the planning and development departments operate effectively and efficiently and are in line with the vision and mission of the University ;
•    Coordinate the development of the Master Plan and procurement plans;
•    Coordinate performance contracting, measurement and monitoring, strategic planning and ISO certification;
•    Design and conduct surveys to obtain feedback from key stakeholders such as  students, staff, alumni, research partners, public and private sector on satisfaction levels, service standards and educational needs;
•    Generate comparative data on institutional performance in other Universities and s within the region and globally for the purposes of facilitating benchmarking of performance.
Beside the performance of these duties, the Registrar (Planning and Development) is expected to sit and contribute to management board meetings.

Finance, Planning and Development
The Finance, Planning and Development is a service division of the South Eastern University mandated to oversee the financing, physical planning and development aspect and ensuring that they are in line with the vision, mission and core values of the institution.  The division strives to offer quality services to all our customers, suppliers, students, parents and guardians, sponsors, regulatory authorities and the University staff.
The Key strategic objectives for the division of Finance, Planning and Development are:
i.    To Develop Physical Infrastructure that meets demand and expectations.
ii.    To promote collaboration and networking with stakeholders, industry and allied institutions.
iii.    To mobilize adequate resources to fund activities in South Eastern Kenya University(SEKU)’s that meets the international standards for an institution of higher learning.
The core functions of the Finance, Planning and Development division include but not limited to:
i.    Establish and maintain functional systems for regular monitoring and evaluation of the performance, quality, relevance and efficiency of all finance, planning and development programmes;
ii.    Review existing and develop new physical, financial and accounting programmes based on established needs;
iii.    Co-ordinate the preparation of the University budget, expenditure control, revenue control and resource mobilization;
iv.    Co-ordinate and monitor physical infrastructure planning and development, maintenance and repair of existing facilities;
v.    Ensure that the financing, planning and the development of the University operates effectively and efficiently and that they are in line with the vision and mission of the University
vi.    Co-ordinate the performance contracting, measurement, evaluation and monitoring, strategic planning and ISO certification;
vii.    Co-ordinate the development of the Master Plan and procurement plans of the University .
The division endeavors to uphold the overall mission of the university which is to provide quality education through teaching, research, extension, innovation and entrepreneurship with emphasis on dryland agriculture, natural resources and environmental management.
The division has two sections:
i.    Finance section - headed by the Finance Officer
ii.    Planning and Development section - headed by the Registrar Planning and Development
Finance Section
The Finance section has adopted the “banking model” in processing financial transactions.  Financial updates and reports are generated and disseminated on a daily basis.
The Finance section also assists schools and departments to operate within the set budgetary provisions and procurement plans.  The staff in this section employs professionalism, apply all IFRS in all South Eastern Kenya University(SEKU) financial statements and act within the Government of Kenya regulatory frameworks.
